Abstract

This study aims to identify and analyze inhibiting factors that affect the performance and implementation time of building construction projects. Building construction is a complex construction activity and is prone to various obstacles that can affect the timely completion of the project. This study was conducted by conducting a survey on 40 respondents involved in various stages of building construction projects. The study also used multiple linear regression analysis to evaluate the relationship between these inhibiting factors and project implementation time performance. The results of the analysis show that labor factors have a significant influence on the performance of project implementation time. The results of the analysis showed that the most dominant factor in hindering project implementation time was the labor factor, with a beta value of 1.001. According to contractors, factors contributing to project delays include requests for changes to completed work, inclement weather such as heavy rainfall and hurricane-force winds. Meanwhile, supervisory consultants noted labor strikes, limited use of technology, and length of equipment delivery as inhibiting factors. The owner also observed that labor strikes were one of the dominant factors affecting project implementation. To overcome the dominant factor, namely labor problems (X3), several effective steps that can be taken include ensuring wage payments in accordance with the agreement, maintaining effective communication between all relevant parties, prioritizing the recruitment of local workers, considering the use of wholesale workers, improving two-way communication, reviewing applicable regulations, and preparing holiday leave schedules in accordance with mutually agreed agreements
